Your duties under the Fire Safety Order

Under the Regulatory Reform (Fire Safety) Order 2005, the person in control of non-domestic premises is the responsible person. Gov.uk says that can be the employer, owner, landlord or occupier, and where there is more than one they must work together.

The responsible person must carry out a fire risk assessment and review it regularly, tell staff about the risks found, put in place and maintain fire safety measures, plan for emergencies, and give staff information, instruction and training. Gov.uk warns you could be fined or go to prison if you do not follow fire safety regulations. The government publishes a free risk assessment guide for offices and shops.

Which extinguisher for which fire

Fires are grouped by what is burning. Fire Safe lists class A for solids such as paper and wood, B for flammable liquids, C for flammable gases, D for metals and F for cooking oils and fats. Electrical fires are shown by a spark symbol rather than a letter.

Under BS EN 3, extinguishers have a red body, and all but water have a coloured band showing what is inside.

  • Water (all red): class A.
  • Foam (cream band): classes A and B.
  • CO2 (black band): class B and electrical fires.
  • Dry powder (blue band): classes A, B, C and electrical.
  • Wet chemical (yellow band): classes A and F, for kitchens.
  • Fire blanket: check the uses listed on its label; your risk assessment will show whether the staff kitchen needs one.

Siting and servicing

Fire Safe advises placing extinguishers on escape routes at fire points, visible and within easy reach, not in cupboards or behind doors, and away from cookers and heaters. It suggests mounting heavier units with the handle about 1m from the floor and smaller ones at about 1.5m.

BS 5306-3 is the code of practice for commissioning and maintaining portable extinguishers. BSI says it makes businesses responsible for having a competent person carry out annual inspections. Fire Safe recommends a monthly visual check in commercial buildings, and notes that water, foam and powder units are discharged and refilled every five years, with CO2 refurbished every ten.
