The IP code's first digit covers dust and the second covers water. Lighting supplier Lyco suggests IP65 as the minimum for an exposed outside wall, with IP44 for sheltered spots such as under a porch. IK ratings measure impact resistance, and Lyco suggests IK10 where a fitting could be knocked or vandalised, such as a bin store or alley.
The Management of HMOs (England) Regulations 2006 require the common parts to be fitted with adequate light fittings that are available for use at all times by every occupier. LACORS fire safety guidance adds that stairways and escape routes need conventional lighting with a suitable system of control, so a PIR or timer must reliably light the route whenever someone uses it.
Where a risk assessment shows emergency escape lighting is needed, LACORS says it must be designed to BS 5266. In most cases self-contained, non-maintained fittings with three-hour duration (NM/3) are adequate. They should be mounted at least 2 m above the floor, sited near exit doors, changes of direction and level, each flight of stairs and fire alarm call points, have a test switch, and be tested routinely.
In England, Approved Document P covers electrical safety in dwellings. Bath and North East Somerset Building Control explains that adding a new circuit, and work in special locations such as rooms with a bath or shower and fixed garden lighting, must be notified or done by a registered competent person. Small jobs such as replacing a light switch or socket do not need notifying.
Use an electrician registered with a competent person scheme for new outdoor circuits, so you receive a self-certification certificate. The fixed installation, including lighting circuits, is checked at the five-yearly electrical inspection required for private lets in England.
