LACORS fire safety guidance for HMOs gives replacing portable heating appliances with fixed convector heaters or central heating as an example of reducing fire hazards. It also says the protected stairway should not contain any portable electric, gas or oil heaters, and that furniture, laundry and decorations should be kept away from heaters.
Government guidance on damp and mould lists inadequate heating as one of the fundamental causes of damp. A portable heater can cover a breakdown, but it is not a substitute for a working fixed heating system.
Ecodesign rules: thermostats and timers
The ecodesign rules for local space heaters (Regulation (EU) 2015/1188, as kept in UK law) have applied since 1 January 2018. They set a minimum seasonal space heating efficiency of 36% for portable electric heaters and 38% for fixed electric heaters over 250 W, and require manufacturers to declare the type of heat output and room temperature control.
Declared controls range from a mechanical thermostat to electronic control with a day or week timer, plus features such as open window detection and presence detection. Which? notes that heaters now have to have thermostats because of these rules. For a let, an electronic thermostat with a timer helps stop heaters running all day.
Electrical safety for heaters you supply
Private landlords in England must have the electrical installation inspected at least every five years. Portable heaters are appliances, and HSE says the law requires appliances to be kept in a safe condition, with checks based on use and risk rather than a fixed annual PAT test.
Electrical Safety First warns against plugging one extension lead into another, notes most extension leads are rated 13A, and says cable reels can carry as little as 3 or 4A when wound. Tell tenants to plug heaters straight into a wall socket. Register heaters with the manufacturer and check the government's product recalls list.
Questions people ask
What is the best electric heaters for rental property in the UK?
On our shortlist, the Daewoo 2300W Black Convector Heater with LCD Display & Remote Control is the best overall pick at £69.99 from Daewoo Electricals. For a tighter budget, the Daewoo 2000W PTC Fan Heater with Oscillation (£29.99) is our best-value choice.
How much should I pay for electric heaters for rental property?
Most of the 16 UK listings we screened sit between £40 and £70, with a middle price of £57. Trade suppliers often show prices before VAT, so add 20% if you can't reclaim it.
Can a business reclaim VAT on electric heaters for rental property?
A VAT-registered business can usually reclaim the VAT on equipment bought for business use, as long as it holds a valid VAT invoice from the supplier. Ask the seller for one at checkout.
Where can I buy electric heaters for rental property for a business?
The picks here come from Daewoo Electricals, Meaco UK. Most UK trade suppliers offer next-day delivery and VAT invoices; some offer credit accounts for regular orders.
Can a landlord rely on portable heaters instead of fixed heating?
LACORS recommends replacing portable heaters with fixed heating to reduce fire risk, and government guidance links inadequate heating to damp and mould. Use portable heaters as a stopgap and check your council's standards.
Can I put a heater in an HMO hallway or on a landing?
LACORS says the protected stairway should not contain any portable electric, gas or oil heaters, so keep them out of escape routes.
Do plug-in heaters in a rental need PAT testing?
HSE says there is no fixed legal interval for PAT. Landlord-supplied heaters should be kept in a safe condition with regular visual checks and testing based on risk.
What does the ecodesign rule mean when buying a heater?
Since 2018 heaters must meet minimum efficiency levels and declare their controls. Look for an electronic thermostat and a timer rather than a basic dial.
