In England, national HMO rules set standards for bedroom sizes, kitchens, washing facilities and fire precautions rather than a list of bedroom furniture. The 2018 licence conditions require at least 6.51 sq m for one person aged over 10 and 10.22 sq m for two, and floor under a ceiling below 1.5 m does not count.
If you do furnish, items you supply must be safe and kept in repair. Landlord guides typically list a bed, mattress, wardrobe, drawers and curtains for a furnished room, but check your council's amenity standards, which can add local requirements.
BS EN 14749:2016+A1:2022 covers the safety of domestic storage furniture, and BSI's summary confirms it includes stability requirements. Ask the supplier whether a chest is tested to it, and fit any anti-tip fixing supplied.
The Furniture and Furnishings (Fire) (Safety) Regulations 1988 set fire resistance levels for upholstered furniture. A wooden or board chest of drawers is not the focus, but upholstered chairs, headboards and cushions in a room set are. UKALA lists curtains and carpets as outside the regulations.
HMRC's replacement of domestic items relief covers the replacement of moveable furniture, furnishings, appliances and kitchenware. It does not cover the initial purchase when you first furnish a property. A like-for-like replacement is deductible, an improvement is capped at the like-for-like cost, and delivery or disposal costs can be included.
If you buy a three-piece bedroom set to replace worn items, keep the invoice split by item so the claim is clear. Your accountant can confirm how this applies.
